Appendix D: Foreign Permission letters
D1. Requirements to Compete Outside of the USA
Licensed riders must obtain permission from USA Cycling to compete outside of the United States, with the exception of Canada. Permission to compete is provided only for visits to federations that are affiliated with the UCI.
Each federation is allowed to set its own requirements for allowing foreign riders to compete. It is the rider’s responsibility to meet these requirements when applying for permission. Note that you must have an international license in order to compete abroad.
Are you looking to race outside of the United States, in addition to holding an active International license you will need a foreign permission letter. Why do you need one? This document verifies that you're in good standing with USA Cycling and that you hold the necessary insurance to compete outside of the United States.
