Where does this policy apply?
This policy applies to all USA Cycling Sanctioned Events where an athlete wishes to compete in a gender category that differs from their sex assigned at birth.
When does the updated policy come into effect?
The updated policy will take effect on September 15, 2025.
Why did this policy change from the 2023 policy?
On July 22, 2025, the United States Olympic and Paralympic Committee (“USOPC”) concluded that, in accordance with the Ted Stevens Olympic and Amateur Sports Act, 36 U.S.C. § 220501 et seq., and further pursuant to Executive Order 14201 (which references definitions in Executive Order 14168), which the USOPC has determined to be applicable to National Governing Bodies (“NGBs”), and to ensure compliance with the NGB Athlete Safety Policy, all NGBs must adopt the definition of the Women’s Category as described in Policy VII. Failure of an NGB to do so may result in sanctions imposed by the USOPC, including the potential loss of its status as an NGB.
Are Transgender Athletes allowed to compete at USA Cycling Sanctioned Events?
Transgender athletes must compete in the gender category of their sex assigned at birth, in the Men’s/Open Category, or in the non-binary category, if available.
Are there any specific requirements for Transgender Athletes seeking to compete at a UCI sanctioned international event?
Transgender athletes seeking to compete at a UCI-sanctioned international event must follow the guidelines set forth by the UCI. However, USA Cycling’s Policy VII applies to national teams or national programs participating in International Events, and all USA Cycling Sanctioned Events.
How will USA Cycling and other race directors enforce compliance?
USA Cycling reserves the right to request documentation from members to support attestations submitted during the event registration or membership purchase process.
Will USA Cycling require copies of birth certificates during the membership purchase or event registration process?
No, USA Cycling will not require birth certificates; however, USA Cycling reserves the right to request documentation to support attestations submitted during the event registration or membership purchase process.
Does this policy affect an athlete's obligations under anti-doping rules?
No, athletes must continue to fully comply with the Anti-Doping Rules set forth by WADA, USADA, USA Cycling, and the UCI. To learn more about the TUE process visit the WADA website here.

Yes, USA Cycling is committed to maintaining strict confidentiality regarding athlete information and the results of any examinations or assessments conducted under this policy, in accordance with applicable privacy laws.
